Summary:

A two million gallon tank for the storage of treated water was developed for the Upper Eagle Regional Water Authority (UERWA) by TraerCreek-RP. Construction was completed, the tank was filled and tested for leaks. It was then turned over to the UERWA. It was put into service April 1, 2015. On May 24, 2015 significant leaking was detected.  The tank was taken out of service the next day. It was drained and significant differential settlements of the foundation and base slab were found.

J.R. Harris & Company evaluated the conditions, found that repair was feasible, and prepared a design. The major elements of the repair included 1) modifying  the soils under the tank to reduce the probability of any future settlement, 2) raising the settled portion of the tank, 3) repairing the joint between the wall and foundation of the tank, and 4) other various improvements. Compaction grouting was chosen as the technique to accomplish items 1 and 2. Bids were solicited and a total budget of 2.6 million dollars was established, but that repair was not implemented, as the owner elected to replace the tank in its entirety.
